Still from CCTV footage of mass murderer Axel Rudakubana, wearing a green hoodie and a face mask, walking to a bus stop on Hoole Lane, Banks, Lancashire on 29 July 2024. From there, he would call and be picked up by a taxi and taken to a children's dance workshop, where he would murder three children and attempt to murder eight others and two adults. (The Telegraph)

On July 29, 2024, in the United Kingdom, three young girls were stabbed to death and ten others injured by a terrorist named Axel Rudakubana. This took place at a Taylor Swift-themed dance workshop at a dance studio in Southport called the Hart Space. Two girls died at the scene, and a third the following day, while eight children and two adults were injured, six children and the two adults in critical condition.

I am uncertain if this manual was assembled under Zarqawi's supervision. It is concerning that British authorities did not become aware of and prevent Rudakubana while he was in the midst of this effort.
