Under the direction of the General Directorate of Intelligence (GDI), a one-day training and informative seminar was held in Kandahar at the Center Dar al-Ifta Guesthouse. The session was attended by the Deputy Operational Chief of Intelligence, Mullah Taj Mir Jawad.
The seminar began with the recitation of select verses from the Holy Qur’an. Its primary objectives included strengthening intellectual unity among intelligence officials, reaffirming responsibilities, and enhancing operational alignment in accordance with Islamic values and the principles of the Taliban.
Sheikh Hibatullah addressed the participants and elaborated on the intelligence sector's significant role in the Islamic system.
He stated:
The Intelligence Agency is the backbone of an Islamic government. Its responsiblities goes beyong gathering information; it also involves serious counteraction against internal and external enemies and their destructive, ideologica, propagandistic, and practical conspiracies.
He emphasized that intelligence officials must strictly operate within the framework of the Islamic Sharia and should never tolerate disrespect toward religious values, whether openly or covertly.
In his guidance, Shiekh Hibatullah stressed several key points:
Treating the public with kindness, compassion, and fairness
Preserving the dignity and honor of the people
Avoiding the arrest of innocent individuals
Ensuring humane treatment of detainees.
He added:
Intelligence officials must win the hearts of the people because cooperation is born of trust, and trust is cultivated through justice and moral conduct.
Sheikh Hibtullah also highlighted the importance of cooperation between intelligence agencies and all other government institutions. He urged interagency coordination to ensure the implementation of Sharia law, respect for religious symbols, and ideological reform of society.
At the conclusion of his address, Sheikh Hibatullah prayed for all participants, appreciated their efforts, and asked Allah Almighty for the continued stability of the Islamic system, the welfare of the people, and the reformation of society.
